bis certification

Standardization is important for any economy to grow in the world of fierce competition. It is not only important for the consumers to be sure of what they are buying but it makes easier and mandatory for producers to separate their products in the market of similar products. But who will decide that what are the basic quality standards and whether companies are following the standards or not. For this purpose there is a government body in almost every country to check and monitor the standards for quality for almost every type of product. In India after independence The National Standards Body (used to provide ISI mark) was taking care of the job. On April'01 1987 BIS (Bureau of Indian Standards) came into existence and from then on it is been the final authority to do the standardization.

Everyday newer products have been added to the list of BIS for which certification is mandatory. Recently Department of Electronics and information Technology (Deity) part of Ministry of Communication & Information Technology has notified "Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012 (herein after called "Order")" vide notification number S.O. 2357(E) dated 7th September, 2012, mandating 15 products compulsory to be registered with Bureau of Indian Standards (BIS). The head office for which is in New Delhi and for any approvals one needs to send one's products to Delhi office only. The list been enlarged including more products in a notification bearing no. S.O. 2905(E) dated 7th November 2014.

The above notification was notified on 3rd of October 2012 and said notification was to come into force 3rd April 2013 i.e. within 6 (six) months from the date of notification. However, the DeitY of Government of India had come up with notification bearing no. S.O. 822(E) dated 20th March 2013, extending the date of implementation of order to 3rd July 2013.

The Extension Notification also provides for an additional extension of 3 (three) months from the 3rd of July 2013 to 3rd October 2013, subject to payment of Fee chargeable to each applicant based on the "Stage of Compliance" criteria.

The DeitY, Ministry of Communication and Information Technology, Government of India, had enlarged the list of products to be covered under Order. The new notification-bearing no. S.O. 2905(E) dated 7th November 2014 has covered below mentioned products: -

By above said notification, the Government of India had allowed 6 (six) months time frame for all of the products (except Sealed Secondary Cells/Batteries containing Alkaline or other non-acid Electrolytes for use in portable applications) to comply with requirement of Order. For Sealed Secondary Cells/Batteries containing Alkaline or other non-acid Electrolytes for use in portable applications, a period of nine months has been stipulated by said notification.

As mentioned supra, by end of April 2015, all of the products (except exception) would required to be in compliance with BIS certification.

PROCESS OF REGISTRATION

Applicant is required to get products tested from any one of the BIS Recognized Laboratories as per their approved scope. The manufacturing unit shall declare all critical components and evidence of conformity (test report) of each component shall be submitted to lab, if applicable.

The Test Report shall be issued by the BIS Recognized Laboratory only in the name of the manufacturer (applicant) who is actually manufacturing the product. The Test Report(s) shall mention the name of the manufacturing unit and complete address (Factory).

Before submitting the application for registration in BIS, it should be ensured by the manufacturing unit that the Test Report is duly evaluated and complete in all respects.

Application in Form No. VI & Form No. VII should be completely filled-up and duly signed by the Chief Executive Officer (CEO) of the manufacturing Unit (applicant) producing goods.

Submit the following to BIS for Registration:

(a) Form No.VI & Form No.VII, duly filled-up and signed by the Chief Executive Officer (CEO) of the manufacturing unit or authorized representative (not Indian Representative). The manufacturing unit shall also submit the authorization letter in this regard. No column of application should be left blank.

(b) Along with the application, submit the document, issued by Govt. Authorities authenticating the manufacturing unit's name & complete address. The name and complete address of the manufacturing unit shall be available in the document.

(c) Test Report(s) issued by BIS recognized Laboratory (issued in the name and address of the manufacturing unit), after evaluation by the manufacturing unit. Test reports shall not be older than 90 days of issue date by lab.

(d) Letter from the manufacturing unit forwarding the application.
